The report, the fifth in a series, presents the formal, comprehensive review ofthe planning process in the Houston metropolitan area conducted by the FHWA and FTA headquarters and regional staff, with input from state, regional and local transportation agencies. The purpose of the review was to allow the FHWA and the FTA to determine how successfully the UTPP addresses regional transportation needs, and whether the planning process meets the requirements of the joint planning regulations. Another purpose of the review is to assess the ability of the existing planning process to address broader concerns described in the guidelines implementing the Clean Air Act Amendments of 1990 and the re-authorization of the surface transportation legislation, the Intermodal Surface Transportation Efficiency Act of 1991. The report is an evaluation of transportation planning in the Houston metropolitan area. It summarizes the results of the review and includes a series of suggestions. Based on requirements in effect prior to ISTEA, the MPO conducts a competently managed and organized continuing cooperative, and comprehensive (3-C) planning process, adequate planning products, and uses acceptable planning tools.

The report is the first in a series produced for the Federal TransitAdministration (FTA) and the Federal Highway Administration (FHWA) by the Volpe Center. The purpose of the planning review is to allow the FTA and FHWA to determine how successfully the Urban Transportation Planning Process (UTPP) addresses regional transportation needs, and whether the process meets the requirements of the joint planning regulations. Another purpose is to assess the ability of the existing planning process to address the broader responsibilities that are being added to the process under the Clean Air Act and the reauthorization legislation, pending at the time of the review. Basically, the transportation plan for the Kansas City metropolitan region consists of both short-range and long-range elements. The long range element identifies transportation improvements needed to accommodate estimated travel demand to the year 2010. The short-range element identifies transportation system management (TSM) improvements, including HOV lanes and expanded ridesharing services. The report presents the planning review findings to update the transportation plan and suggestions for improving the Transportation Improvement Program (TIP) process.

The Nebraska Department of Roads, in coordination with other state, local, and211tribal agencies and transportation-oriented organizations, has developed a 211Statewide Long-Range Transportation Plan to facilitate an efficient, affordable 211safe, environmentally sound, and coordinated statewide transportation system for 211the movement of people, goods, and services within and across the state of 211Nebraska. The plan addresses all modes of surface and non-surface transportation 211such as highways, streets and roads, railroads, bicycle and pedestrian 211facilities, airports, pipelines, and barge facilities. The plan also addresses 211the issues and goals generated from Public Participation workshop. The plan 211provides direction for a broad 'Framework for Action' by which the state's 211transportation system will be shaped. By planning within the scope of the 211framework, we can best identify how each mode of the transportation system 211complements the other as part of an integrated network.

The report covers a period of great significance for railroading in the U.S as it contains a number of milestones now shaping the future performance of the industry. The specific subject is improving intermodal service so that it can support state and regional highway planning, now facing severe financial cut-backs as revenue sources become fully committed to bond servicing, user taxes, loose purchasing power and fuel consumption begins to fall. Intermodal traffic grew strongly in the period 1995-2007 and UP and BNSF trans-continental routes were improved largely on the back of intermodal demand. Alliances with larger trucking companies strengthened and transportation officials began to ask whether rail could take some of the predicted freight off key highway corridors. This report addresses elements of this question, more especially as it relates to intermodal traffic in Texas and the Southwest. The report comprises the following sections. Chapter 2 considers the changes in rail freight since the Staggers Act, Chapter 3 evaluates Class 1 intermodal service, and Chapter 4 identifies the major trade corridors serving Texas and the Southern region of the U.S. Chapter 5 describes rail bottlenecks on the state rail system that might impact future intermodal growth, and Chapter 6 concludes by examining the strengths, weaknesses, opportunities and threats to rail intermodal service in Texas and the Southern region over the next decade.

This synthesis report will be of interest to department of transportationadministrators and transportation planning, right-of-way, economic development, and environmental planning staffs, as well as to the consultants that work with them. It would also appeal to regional and local government officials and staff, as well as to the private sector. It summarizes information about corridor management policies and programs at the federal, state, and local levels. An effort was made to select a diversity of methods and programs for the broadest treatment of the subject. The synthesis focuses more on roadway corridors than on transit or greenway corridors, but much of the information provided is relevant to any corridor management effort. This report examines state policies and programs, techniques applied, and coordination issues. A series of case studies provides more detailed study.

This report presents an overview of the state of planning for bicycling and211walking in the United States in 1995. It includes a discussion of the impact of 211the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 on the 211development of bicycle and pedestrian plans at the State and Metropolitan 211Planning Organization (MPO) levels of government. The report identifies factors 211that affect the quality and depth of the bicycle and pedestrian plans developed 211under ISTEA. The report also assesses the extent to which the plans may help 211improve conditions and opportunities for bicycling and walking and describes the 211actions State and local agencies can take to improve the quality of the plans and 211increase the likelihood of plan implementation. The report attempts to answer the 211challenging question of whether or not specific plans are likely to improve 211conditions for bicycling and walking. In addition, 16 critical elements are 211described to enable jurisdictions to identify actions they can take to increase 211the likelihood that their plans will be implemented.

Intelligent Transportation Systems (ITS) is the application of advanced information processing, communications, vehicle sensing, and central monitoring and control technologies to surface transportation. The objective of ITS is to promote more efficient use of the existing highway and transportation network, to increase safety and mobility, and to decrease the environmental costs of travel. This document describes the results, findings, and recommendations of an ITS early deployment study. The goal of this study was to develop a Strategic Plan for deployment of ITS technologies within the Nashville Metro Area and to create a long-term coalition of ITS stakeholders, with the objective of expanding the implementation of ITS technologies throughout the Nashville Metro Area.

This document presents a detailed Scope of Work to guide implementation of the Eastern Washington Intermodal Transportation Study. Included is a description of project management and staff responsibilities, a detailed work plan and timetable for implementation. The proposed work plan is organized around four broad project objectives: Ensure the project addresses both regional and statewide transportation planning priorities (including interstate and international issues where appropriate); forecast eastern Washington freight and passenger transportation service needs over the next 30 years; evaluate the capacity of the current multimodal and intermodal infrastructure to meet projected needs; and pinpoint transportation system improvement options critical to economic competitiveness and future mobility in eastern Washington. A detailed three-year work plan for accomplishing each of these four objectives is outlined.

The report presents the results of a study conducted to assess the viability of developing and implementing strategic management in publicly funded transportation agencies. The findings were compiled from an extensive review of written materials related to strategic planning and management, along with a series of case studies representing 15 publicly funded transportation agencies, private transportation organizations, and other private companies known to be actively involved with strategic management. The research team, supported by an advisory committee of individuals experienced in strategic planning and management, formulated a definition of strategic management to use as a basis for analyzing the case-study organizations and identifying the key factors necessary to initiate a strategic planning process. The team's findings and guidelines are grouped as they relate to the establishment or enhancement of strategic management in an agency; the participation of individuals in the process; the impact of organizational structure and responsibility for the process; and the processes themselves necessary to achieve and support successful strategic management.

The comprehensive review of the planning process in the Pittsburgh metropolitan area, takes the place of the 1992 planning review of the Pittsburgh Metropolitan Planning Organization (MPO). The report contains the federal review team's observations and suggestions on each segment of the planning process, namely: Organization and Management of the Planning Process; Products of the Planning Process; the 3-C Transportation Planning Process; Tools for Transportation Planning and Ongoing Transit Planning. Overall, the report evaluates transportation planning in the Pittsburgh region and summarizes the results of the review in a series of findings and suggestions on planning practices.
